Divers Discover Sunken Warship Torpedoed by Germany in World War I

A German U-boat sank the HMS “Hawke” off the coast of Scotland in the early days of the war

On October 15, 1914, a British warship called the  HMS Hawke was sailing off the coast of Scotland when it was hit by a German torpedo. Out of 594 sailors, only 70 survived the Hawke ’s quick descent into the depths, where it’s been lost for over a century.

Now, divers say they’ve found the wreckage of the Hawke —one of the first ships that went down during World War I.

“She’s lying on her starboard side and under there … seems to be quite intact,” as diver Will Schwarz tells  CNN ’s Issy Ronald. “The guns look as if they’re still active. They’re so highly polished it’s unbelievable … I’ve never seen guns like that in such amazing condition; it’s absolutely beautiful. But we’re very aware that 524 lads lost their lives on it.”

HMS Hawke

Schwarz was one of the scuba divers working with Lost in Waters Deep , an organization that searches for Scottish shipwrecks. Earlier this summer, the group’s co-founder, Kevin Heath, had been researching the Hawke , a 400-foot-long ship that was part of the Allies’ blockade of Germany during World War I.

A German U-boat commanded by Otto Weddigen launched the torpedo that sank the Hawke , as Heath tells  Live Science ’s Tom Metcalfe. Weddigen’s U-9 boat had sunk three other British vessels a few weeks prior, killing over 1,400 people. The attacks forced Britain to see Germany’s U-boats as a serious threat.

Heath identified a possible location for the wreck using historical reports of the attack, and he joined up with a diving organization called the Gasperados to get a closer look, per NPR ’s Joe Hernandez. The team took a boat about 70 miles east of  Fraserburgh , Scotland, where Heath waited while the divers lowered themselves more than 350 feet below the surface.

“We’re sitting there waiting, waiting, waiting. Excited. You know, are they going to say, ‘Oh, it is a rock’ or ‘It’s not the Hawke’?” Heath tells NPR. “They all come up and say, ‘Yeah, there are guns everywhere, and the wreck is in very, very good condition.’”

The Hawke launched in  1891 , and as diver Steve Mortimer tells  BBC Scotland News ’ Ben Philip, its wreckage is “a really remarkable time capsule.”

“Lots of the decking is still in place—teak decking,” Mortimer adds. “There is a wonderful captain’s walkway around the back of the stern. … You can look into the portholes and see rooms with artifacts: teacups, bowls and plates just there on the floor.”

The explorers reported their discovery to the  Royal Navy and the United Kingdom’s  Hydrographic Office , an agency that creates nautical charts. Officials with the Royal Navy will examine the team’s evidence and formally identify the wreck.

The divers didn’t have much time at the wreck site, and they didn’t find definitive proof of the ship’s identity. Still, the team is quite confident.

“There’s only one warship in that area which has been registered lost,” Schwarz tells CNN. “The fact that she matches the identifying features of an Edgar-class destroyer means that she can only be the Hawke .”

Suspected migrant-smuggling boat lands at famous Laguna Beach locale

Victoria Beach, one of the most famous spots in the city of Laguna Beach, is a magnet for residents, tourists and the occasional local celebrity.

On Monday, though, lifeguards found something they don’t usually see on the sand: an abandoned, broken-down Panga-style vessel stocked with life jackets and fuel cans. Authorities believe the boat was used to smuggle migrants across the border.

The morning shift of lifeguards discovered the boat when they arrived around 6:20 a.m.

“It was a 24-foot single outboard vessel that ran aground and capsized,” said Kai Bond, chief of Laguna Beach Marine Safety.

There was “no sign of anyone associated with the boat,” Bond said. Lifeguards searched the beach and the water and saw “no signs of distress.”

It took officials about six hours to remove the crumbling watercraft from the beach, he said.

Steven Day, a local resident, was among the first to spot the boat in the morning.

The beach has been especially crowded this summer after being “blown up by social media,” he said. The day before the landing, the beach had hosted a volleyball tournament and was swarmed with people.

It was empty when he saw the boat early Monday morning.

Laguna Beach residents have for months been pushing city officials to get a handle on what they call ‘destructive tourism’ that sweeps through the small beach town every summer.

By around 6:30 a.m., marine interdiction agents with U.S. Customs and Border Patrol were notified of the abandoned watercraft at the beach, agency spokesperson Gerrelaine Alcordo said in a statement.

The agents found “12 life jackets and 10 fuel cans onboard the vessel,” Alcordo said. No arrests were made.

The vessel was seized for suspected violations of the federal law that prohibits bringing noncitizens into the country outside of designated ports of entry, Alcordo said.

Boat landings by migrant smuggling operations are not uncommon along California’s southern coast, officials said, though Victoria Beach is not a typical arrival spot.

It’s been an eventful summer in Laguna Beach. Increased tourism has brought trash, traffic and frayed tempers to the community; residents say crowds began to overwhelm the city at the beginning of the pandemic and haven’t eased up since.

In a viral TikTok video posted in July, a homeowner yelled at a family at Victoria Beach , telling them that they were on her private property as they tried to enjoy the beach.

“Get f—ing moving,” the woman yelled at the family, which included a child. “Get out of here. Now!”

What We Know About Kamala Harris’s $5 Trillion Tax Plan So Far

The vice president supports the tax increases proposed by the Biden White House, according to her campaign.

In a campaign otherwise light on policy specifics, Vice President Kamala Harris this week quietly rolled out her most detailed, far-ranging proposal yet: nearly $5 trillion in tax increases over a decade.

That’s how much more revenue the federal government would raise if it adopted a number of tax increases that President Biden proposed in the spring . Ms. Harris’s campaign said this week that she supported those tax hikes, which were thoroughly laid out in the most recent federal budget plan prepared by the Biden administration.

No one making less than $400,000 a year would see their taxes go up under the plan. Instead, Ms. Harris is seeking to significantly raise taxes on the wealthiest Americans and large corporations. Congress has previously rejected many of these tax ideas, even when Democrats controlled both chambers.

While tax policy is right now a subplot in a turbulent presidential campaign, it will be a primary policy issue in Washington next year. The next president will have to work with Congress to address the tax cuts Donald J. Trump signed into law in 2017. Many of those tax cuts expire after 2025, meaning millions of Americans will see their taxes go up if lawmakers don’t reach a deal next year.

Here’s an overview of what we now know — and still don’t know — about the Democratic nominee’s views on taxes.

Higher taxes on corporations

The most recent White House budget includes several proposals that would raise taxes on large corporations . Chief among them is raising the corporate tax rate to 28 percent from 21 percent, a step that the Treasury Department estimated could bring in $1.3 trillion in revenue over the next 10 years.

Because the vice president supports the Biden budget’s tax hikes, Ms. Harris has also endorsed raising a tax on stock buybacks to 4 percent from 1 percent. Democrats first approved the stock buyback tax in 2022 as part of the Inflation Reduction Act. The legislation also requires big companies to pay taxes worth at least 15 percent of the income they report to investors. The goal of the new minimum tax is to curb companies’ ability to use deductions and tax credits to shrink their tax liability to as low as zero. Mr. Biden’s budget — and now Ms. Harris’s presidential campaign — calls for increasing that minimum tax to 21 percent from 15 percent.

In his budget, Mr. Biden also put out an overhaul of how multinational companies’ foreign earnings are taxed in the United States. The goal is to bring the United States into compliance with an international agreement that aims to stop companies moving into low-tax jurisdictions to avoid paying taxes. Mr. Biden’s budget calls for increasing and reorganizing a global minimum tax. Under the plan, the tax would be assessed on income in each individual country where the company operates, rather than on its global profits overall. The rate would double to 21 percent from 10.5 percent.

The budget Ms. Harris has now adopted also disallows companies from deducting the compensation of all employees making more than $1 million.

High-earning Americans would pay more

The White House tax plan would raise taxes on high-income Americans through two avenues: First, by increasing the rate they pay on existing income taxes, and second, by more broadly reshaping the taxation of investment gains for the wealthiest taxpayers.

Ms. Harris would set the top marginal income rate at 39.6 percent, up from 37 percent. On top of that, she would also increase the rate on two parallel Medicare surtaxes to 5 percent from 3.8 percent for Americans making more than $400,000 and expand the income subject to one of them. Together, the Medicare and income proposals would create a top marginal rate as high as 44.6 percent.

Wealthy Americans would see more fundamental changes in how gains on investments in stocks, bonds, real estate and other assets are taxed. For Americans making more than $1 million a year, investment earnings would be taxed at the same rate as regular income, instead of at the lower rates for capital gains.

The White House tax plan targets what some Democrats see as a gaping loophole in the tax code: the so-called step-up in basis. Under the current law, Americans owe capital-gains taxes when an asset is sold, but not if they pass those assets on to someone else at the time of their death. That means someone who inherits assets from a deceased parent, for example, does not have to pay taxes on how much those assets appreciated since they were purchased. Instead, the person who inherits the assets has to pay taxes on the gains only from the time they were inherited — and only once they are sold.

Ms. Harris has endorsed a plan to tax the gains on those assets at the original owner’s death, though several exemptions would apply, including when a surviving spouse inherits the assets.

The tax plan would also try to tax the wealthiest Americans’ investment gains before they sell the assets or die. People with more than $100 million in wealth would have to pay at least 25 percent on a combination of their income and their unrealized capital gains — the value of the appreciation in the stocks, bonds, real estate and other assets that they own but haven’t sold. The so-called billionaires-minimum tax could create hefty tax bills for people like Elon Musk who derive much of their wealth from stock they own.

Questions still loom

Ms. Harris’s commitment to the White House budget clarifies much about how she hopes to raise revenue if she wins the election in November. But even the thick White House budget leaves several key tax questions unaddressed, including how exactly Democrats should approach the expiration of key provisions in the Tax Cuts and Jobs Act next year.

The expiring measures included a broader standard deduction, lower marginal income rates for many Americans, and a generous deduction for owners of many closely-held businesses. The White House tax plan states that Americans making less than $400,000 should not see tax increases in a deal. That means that Ms. Harris wants to extend much of the Tax Cuts and Jobs Act, her Republican rival’s signature legislative accomplishment.

Extending the tax cuts for Americans making less than $400,000 could take up much of the roughly $4 trillion cost for continuing all of the lapsing provisions.

Ms. Harris’s campaign has said she would seek to reduce the deficit. But other proposed tax cuts are piling up. On the campaign trail, Ms. Harris has rolled out spending plans and several tax cuts, including a more generous child tax credit, that the Committee for a Responsible Federal Budget estimates could cost roughly $2 trillion over a decade.

This week, Senator Chuck Schumer, a New York Democrat and the majority leader, called for the restoration of a huge tax break: the state and local tax deduction. That deduction is currently capped at $10,000, but the limit expires after next year. Fully restoring the ability of Americans to deduct their state and local taxes from their federal bills could cost roughly $1 trillion over a decade.

So the $5 trillion in tax increases embraced by Ms. Harris this week may not ultimately be enough to cover the cost of her and other Democrats’ ambitions next year.

At least 12 people have died - including 10 women and girls - after a boat with dozens of migrants tore apart in the English Channel, a local mayor has said.

Olivier Barbarin, mayor of Le Portel, a French coastal town being used in a rescue operation, said "the bottom of the boat ripped open".

The French coastguard said more than 65 people had been rescued after a vessel got into difficulties on Tuesday morning.

Local authorities said several people needed emergency treatment and a temporary medical post has been set up at the port at Boulogne-sur-Mer, about 28 miles (45km) southwest of Calais.

France's Interior minister Gerald Darmanin told reporters that 12 people had died - and 10 of those were women and girls.

He also said only eight of the 70 people on the boat had lifejackets.

A spokesperson for the French maritime prefecture said helicopters and boats have been used in the search for survivors.

Resources deployed included helicopters and vessels from the French customs and Navy, as well as boats from the SNSM, the French equivalent of the RNLI.

Another media outlet France 3 had initially said "at least 100 migrants " were on board at 11.30am (10.30am UK time).

Earlier Mr Darmanin described the incident on X as "terrible", adding that "all government resources [have been] mobilised to find the missing and take care of the victims".

Le Portel is reportedly where the boat was launched.

UK Home Secretary Yvette Cooper described the deaths as "horrifying and deeply tragic".

"What has happened off the coast at Le Portel is a horrifying and deeply tragic incident, and our hearts go out to the loved ones of all those who have lost their lives, and all those who have been seriously injured.

"The gangs behind this appalling and callous trade in human lives have been cramming more and more people on to increasingly unseaworthy dinghies, and sending them out into the Channel even in very poor weather.

"They do not care about anything but the profits they make, and that is why - as well as mourning the awful loss of life - the work to dismantle these dangerous and criminal smuggler gangs and to strengthen border security is so vital and must proceed apace."

James Cleverly said the deaths in the Channel were "tragic" and cannot continue.

Writing on X, the shadow home secretary said: "This is tragic and it cannot continue. It is not enough to talk about 'smashing the gangs' when the real-life consequences are so serious."

At least 30 migrants have died or gone missing while trying to cross the Channel this year, according to the International Organisation for Migration.

Meanwhile figures show at least 2,109 migrants have tried to make the trip in small boats in the past seven days, according to the latest Home Office data.

Separately on Tuesday, an RNLI lifeboat docked in Dover with suspected migrants on board after being deployed to the English Channel.

It is not currently believed those people were rescued from the incident off the coast of France.
